Founding Partner
Austin spent his career moving between government, diplomacy, and the courtroom. He began as a civil defense attorney in South Carolina’s capital city before serving the State as Deputy Director of the Department of Labor, Licensing & Regulation, as Counsel to the Director of the Department of Health and Environmental Control, and as Cabinet Director to Governor Nikki Haley. He continued his career with Governor Haley at the United Nations as Deputy Chief of Staff for Policy and was subsequently appointed by the President to be Acting U.S. Ambassador to the UN Economic and Social Council. Austin went on to serve as Chief Operating Officer of the U.S. International Development Finance Corporation, the nation’s $205 billion development bank, and held the same role as a member of the founding team for Rubicon Founders, an innovative health care investment firm. Trained as a litigator, he pairs the instincts of a trial lawyer with the composure of a diplomat. Austin graduated from the University of South Carolina Joseph F. Rice School of Law.

David has built his career at the intersection of law, government, and finance. He served as Chief Counsel to U.S. Senator Lindsey Graham on the Senate Judiciary Committee and as Majority Staff Director of its Subcommittee on Crime & Terrorism, then drafted South Carolina’s Executive Budget as Deputy Chief of Staff for Budget and Policy to Governor Nikki Haley. Following Governor Haley to the United Nations as her Chief of Staff and Counselor, he helped negotiate three unanimous North Korea sanctions resolutions in the Security Council and a UN budget that saved the system more than $1 billion. He went on to serve as Counsel to the CEO of the U.S. International Development Finance Corporation (the nation’s $205 billion development bank) and as General Counsel of the healthcare investment firm Rubicon Founders. That blend of legal, government, and business judgment is what he brings to Glaccum Smith. He is a graduate of the University of South Carolina Joseph F. Rice School of Law.
